Mechanisation, industrialisation, urbanisation, environmental changes, wildlife laws etc. have affected the age old and traditional livelihoods of the nomadic communities across our country.The implementation of Wildlife Protection Act rendered the Nomadic Community of Vadee- Madaree jobless while the Nomadic Tribes Bharthari have lost their music because the recent generations haven’t been interested in listening to their Ektara…instead they ask them to work and earn their living.... Since last couple of decades the various Nomadic Communities of Gujarat are finding it extremely difficult to survive on the very skills their forefathers were revered for….want an irony….
Most of these livelihoods have become obsolete while there are some that are practiced just because the practicing communities do not have any option but to cling to them inspite of the fact that these professions hardly earn them a square meal.

How to reintegrate the livelihoods of these extremely marginalised and poor population was the question that kept arising all the time we addressed one after another issues challenging the nomadic communities. At one point we began training them for trades like electrical, plumbing, masonry , tailoring, mobile repairing etc. professions that have great demand both in rural and urban regions. It was an uphill task to convince them to take up these trades, link them with the market after the completion of training as most of the trainees never made efforts to search jobs in tune with the training received. Eventually we the effort had to be terminated the energy, money and time spent on the entire program wasn’t giving desired results, bringing us to same question what to do for the livelihoods of the Nomads???

There was this demand from some individuals from these communities to give them loan to help them start their own enterprise or ventures. We found the proposal to be risky as these families continuously keep moving so how will they repay the month instalments was the challenge but we had to begin somewhere so why not experiment and give it a try was the consensus from the VSSM team. Initially we gave loan to a couple of individuals. And with the increase in positive experiences we began lending more… During the past 1 year we have supported 120 individuals with the total amount of loan being Rs. 17,18,500 of which Rs. 5,44,550 have already been returned. So far the experiences have been very encouraging.
With the increase in lending amount there emerged a need to setup a revolving fund to meet the needs of loans. The following Samaritans helped us set-up the revolving fund..

vssm અને તેની સાથે સંકળાયેલા દાતાઓના માધ્યમથી ૧૨૦ વિચરતા પરિવારો સ્વતંત્ર વ્યવસાય કરતા થાય
વિચરતા સમુદાયોના પરંપરાગત વ્યવસાય પડી ભાંગ્યા છે. નવા વ્યવસાયની આવડત નથી એટલે નાં છુટકે પોતાના મૂળ વ્યવસાય સાથે જોડાઈને જે મળે તેમાંથી જ આ પરિવારો ગુજારો કરે. કેટલીક જાતિઓ તો એવી છે કે મૂળ વ્યવસાયમાંથી પણ ગુજારો કરી શકે તેમ નથી. જેમ કે વાદી – મદારી સાપના ખેલ બતાવીને લોકોનું મનોરંજન કરે પણ ‘ વાઇલ્ડ લાઈફ પ્રોટેક્શન એક્ટ’ આવ્યો એટલે સાપના ખેલ પર જ પ્રતિબંધ આવી ગયો એટલે ના છુટક આ પરિવારો ભીખ માંગવા માંડ્યા તો ભરથરી રાવણહથ્થો વગાડી લોકોનું મનોરંજન કરીને પૈસા રળતા પણ હવે ભરથરીનાં સંગીતમાં કોઈને રસ રહ્યો નથી. ઊલટાનું મહેનત કરીને પૈસા કમાવવાની સૌ સલાહ આપે છે. આમ વિચરતી જાતિઓ જે પારંપરિક વ્યવસાયોના આધારે જીવતી હવે તેના આધારે ટકી શકાય તેમ નહોતું.
આ પરિવારો સાથેના કામો દરમ્યાન રોજગારી માટે શું કરવું તેનું ચિંતન સતત થયા કરે. એક વિચાર તરીકે વિવિધ વૈકલ્પિક વ્યવસાયોની (કડિયાકામ, પ્લમબીંગ, સિલાઈ, મોબાઈલ રીપેરીંગ, ઈલેક્ટ્રીશીયન વગેરે) તાલીમ આપવાનું નક્કી કર્યું અને કામ શરૂ કર્યું પરંતુ, તેમાં સૌથી વધારે મુશ્કેલી થવા માંડી. પહેલાં તો લોકો આવી કોઈ તાલીમ માટે તૈયાર જ નહોતા થતા પણ પછી સમજાવીએ એટલે તૈયાર થાય અને તેમની તાલીમ પૂરી થાય પછી લીધેલી તાલીમને અનુરૂપ કામ શોધીને પૈસા કમાવવાનું શરૂ થવું જોઈએ પણ એ દિશામાં કોઈ જ વ્યક્તિ પ્રયત્ન નાં કરે. આમ તાલીમ પાછળ પૈસા અને સમય બંનેનો વ્યય થતો જણાયો. શું કરવું તે સમજાતું નહોતું.
છેવટે આ પરિવારોમાંના જ કેટલાક સ્વતંત્ર વ્યવસાય કરવા લોન આપવા વિનંતી કરી. શરૂઆતમાં આ થોડું જોખમી પણ લાગ્યું.. પોતાના પરંપરાગત વ્યવસાય માટે ફરતાં રહે છે. લોન લેશે તો હપ્તા કેવી રીતે ભરશે વગેરે જેવા પ્રશ્નો હતાં પણ પછી એક પ્રયોગ તરીકે પણ આ કરવા જેવું લાગ્યું અને લોન આપવાની શરૂઆત કરી.
છેલ્લા એક વર્ષમાં ૧૨૦ વ્યક્તિઓને આપણે લોન આપી અને તેના ખૂબ જ સુંદર અનુભવો રહ્યા. અત્યાર સુધી આપણે રૂI. ૧૭,૧૮,૫૦૦ની લોન આપી જેમાંથી ૫,૪૪,૫૫૦ પરત પણ આવી ગયા છે.
સ્વતંત્ર વ્યવસાય માટે આ પરિવારોને લોન આપી શકીએ તે માટે રીવોલ્વીંગ ફંડ ઊભું કરવું પડે તેમ હતું જે માટે નીચે જણાવેલા સંસ્થાના શુભેચ્છક સ્વજનોએ મદદ કરી.

હાલમાં સંસ્થા પાસે આ નિમિતનું રીવોલ્વીંગ ફંડ રૂI. ૧૭,૬૦,૦૦૦ છે. જેને વધારીને રૂI. ૨૫ લાખ કરવાનું આયોજન છે. સંસ્થા સાથે સંકળાયેલા સૌ સ્વજનોના સહયોગથી આપણે ૧૨૦ પરિવારોના જીવનમાં ઊજાસ પાથરવામાં નિમિત બન્યા છીએ.વિચરતા સમુદાયના અન્ય પરિવારો પણ માનભેર રોજી મેળવતા થાય તે દિશામાં હજુ વધારે પ્રયત્ન કરવાના છે. વર્ષ ૨૦૧૫-૧૬ માટે અમે ૧૫૦ વ્યક્તિઓને લોન આપવાનો નિર્ધાર કર્યો છે. મૂળ સદીઓથી સ્વતંત્ર વ્યવસાય થકી જ આજીવિકા રળતા આ પરિવારો પોતાના મનના માલિક છે કોઈના હાથ નીચે રહીને કામ કરવાનું એમણે કર્યું જ નથી. દા.ત. ચપ્પુની ધાર કાઢવાનું કે વેચવાનું,વાંસમાંથી સૂંડલા ટોપલા બનાવવાનું હોય કે કાંસકી બનાવીને વેચવાનું કામએ પોતાની માલીકીનું કે મરજીનું કામ છે. આપ સૌની મદદથી આ આયોજન સુધી પહોંચી શકીશું તેવી શ્રદ્ધા છે.
૧૨૦ વ્યક્તિઓએ જે હેતુસર લોન લીધી છે, જેટલી રકમની લોન લીધી છે તેમાંથી કેટલા રૂપિયા પરત ભરપાઈ કર્યા છે વગેરે વિગતો જોઈ શકાય છે.

Jayantibhai’s hardwork pays of…..
Jayantibhai Raval of Oad-Kamod was recently at VSSM’s office in Ahmedabad to pay the last instalment towards his loan of Rs. 30,000 taken for purchasing a goods carrier rickshaw. Thought his immense hard work he has managed to paid of his loan in 9 months.
“So what do you plan to do with the monthly Rs. 3000 now that the loan is paid off? It’s a substantial amount you’ll be left with every month!!” we inquired while talking to him about future plans.

Jayantibhai, apart from paying the monthly instalment has been regularly saving a small amount and depositing it in Kalupur Commercial Cooperative bank, where he has his savings account.
“If you save Rs. 3000 every month in a couple of years the saving would be enough to make a down payment and purchase a small house. The balance amount can be taken as loan from the same bank.” we suggested as part of VSSM Housing Program for Nomadic Tribes Livelihood Generation Initiative .
“What can be better than owning a house and moving away from such wilderness and get rid of living without basic amenities like water, power………” Jayantibhai spoke expressing his desire…
In place like Oad-Kamod it is possible to own a house in 3-4 lacs. With proper since management individuals like Jayantibhai can achieve such living. He is a hardworking man who is regular with his savings too, the best part is he would be able to realise his dream without awaiting government support…….
જયંતીભાઈ રાવળ જેમણે લોડીંગ રીક્ષા માટે રૂ.૩૦,૦૦૦ ની લોન vssm પાસેથી લીધેલી. એમણે 9 મહિનામાં પોતાની લોનના તમામ હપ્તા ભરી દીધા. એ ઓફીસ પર છેલ્લો હપ્તો આપવા આવ્યાં ત્યારે એમની સાથે જે વાત થઇ તે..
‘vssmની લોનના માસિક હપ્તાની રકમ રૂ, ૩,૦૦૦ હવે બચવાની ને? એ માટે કંઈ આયોજન કર્યું છે?’ ‘હું ૩૦૦૦ તમને આપી જઈશ. તમે જ આયોજન કરજો.’ થોડીવાર માટે આશ્ચર્ય થયું એમને કેટલો ભરોષો છે.. એમનું કાલુપુર બેંકમાં ખાતું ખોલાવેલું છે.. જેમાં એ નિયમિત બચત પણ કરે છે. બેંક સાથેનો એમનો નાણાંકીય વ્યવહાર સારો છે. અમે એમને કહ્યું,
‘નિયમિત રૂ.૩૦૦૦ની બચત થાય તો બે વર્ષે ડાઉનપેમેન્ટ ભરીને બાકીની રકમની કાલુપુર બેંકમાંથી લોન લઈને ઘર લઇ શકાય.’
‘એ થાય તો એનાથી ઉત્તમ એકેય નહિ ને મારી બચત તો વધવાની જ બહેન. અમે વધારે મહેનત કરીશું. પણ ઘર થઇ જાય તો આમ લાઈટ, પાણી વગર વગડામાં પડ્યા રહેવાથી તો છુટકારો મળે.. ’
જયંતીભાઈ કમોડગામમાં રહે છે. ત્યાં તો ૩થી ૪ લાખમાં સરસ ઘર મળી જાય. ઉપર જણાવ્યા પ્રમાણે આયોજન જો એ સરસ રીતે કરે તો એમનું ઘર થઇ જ જાય એ નક્કી છે.. એમનો અત્યાર સુધીનો વ્યવહાર જોતા આ બધું એ કરશે એ એવું લાગે છે. સરકારની મદદની રાહ જોયા વગર જાત મહેનતથી ઉભા થવા પ્રયત્ન કરવાથી ઉત્તમ બીજું શું હોઈ શકે...
